The Chief Executive Officer (CEO) reports directly to the Reston Association (RA) Board of Directors, the primary policy-setting body of the Association, and is responsible for working cooperatively and collaboratively with the Board and RA membership to establish both short and long-range goals and priorities for the Association. The CEO is responsible for ensuring that RA’s resources are efficiently administered and meet the needs, interests and priorities of the community in accordance with RA’s Mission Statement, the Association’s Bylaws and as directed by the Board of Directors. The CEO maintains and establishes open and supportive relationships with the Board of Directors where he/she understands and respects their governing role and will provide them with thoughtful recommendations backed by thorough research and credible evidence.
RA daily operations are managed by the CEO supported by a staff of about 104 full-time employees who bring a wide variety of knowledge and skills to jobs as varied as environmental biology, auto mechanics, and public administration. In the summer months, the full-time staff is augmented by nearly 350 seasonal employees who maintain outdoor facilities, provide services and conduct programs. The CEO will ensure adherence to the corporation's bylaws and policies, and direct staff and other resources in a manner that supports the overall mission of the organization. Guidance and direction is provided by the Board of Director's President, Executive Board, and its functional Committees. The position is responsible for the implementation of policies set by RA Board of Directors, as well as supporting the development and pursuit of annual goals and objectives. This includes providing financial and administrative management for the organization. Every other year, the CEO develops a biennial budget, which reflects the changes in Association's needs, costs, and priorities as related to the organization's Strategic Plan.
RA has a rich fabric of diverse neighborhoods as a principal community within Fairfax County, VA and has developed strong and productive partnerships. Private development and investment are now at a critical juncture. The CEO must have both an understanding of and appreciation for the importance of regional cooperation with the County, other municipalities in the surrounding area, and the developer and business community. Acting as RA’s ambassador, the CEO will be expected to engage with community groups, neighborhood associations, and in regional, state, and national venues and be able to communicate in an articulate and compelling manner the Association's vision, priorities, policies, and plans as approved by the Board of Directors. Understanding the historic roots of the Reston Associations and how and why it is changing will be essential for success in this important area.
Professional Experience and Expertise
The ideal candidate will possess:
A proven track record as a successful senior executive within an organization with the complexity, diversity, opportunities, and challenges like the Reston Association. Experience as a senior executive with ten or more years of progressively responsible experience is required.
Demonstrated experiences as a strong and visible leader of organization's staff acting as a role model of impeccable integrity and ethical conduct and setting high standards for citizen service delivery and commitment to customer service.
Deep experience in fostering a climate which attracts, retains and motivates a diverse staff of highly qualified people.
Public/private general management experience with direct experience managing community services and a record of innovation, collaboration, empowerment and financial stewardship.
Extensive knowledge of and demonstrated success with financial and budget management while setting the right priorities, using (assessment) revenues efficiently and identifying new revenue sources.
Strategic and decisive thinking tools and be experienced in making the "tough calls" when required on personnel and financial matters.
Ability to apply executive management principles and techniques. This includes contract negotiations and administration, staff supervision, and planning and organizing work activities from an executive level.
Excellent communication and interpersonal skills connecting to and networking with diverse stakeholders, key contacts and staff.
Experience in community planning, community development, and neighborhood development and redevelopment.
Ability to develop a vision and organizational structure and to implement strategies and exhibit strong leadership skills and experience within diverse. and dynamic communities will be critical to success.
An understanding of the principles of strategic planning and ability to develop complex and multifaceted work plans.
Ability to collect and disseminate business related data and prepare reports in support of analytics.
Experience in economic development and in developing public/private partnerships, building a good relationship with business and applying economic development strategies
Heavy knowledge of marketing principles and ability to manage public relations from an executive management perspective.
Independent judgment in the development, implementation and evaluation of plans, procedures and policies.
Private sector experience managing business models and enterprise-wide budgets in a commercial environment a plus.
Experience in developing and/or overseeing financial controls a plus.
This position requires full time Reston residency.
The successful candidate will hold an undergraduate degree in public administration, business administration, or a related field. A graduate degree in a business-related field is preferred.
