SUMMARY: The Cooperative Procurement Division of NASPO is searching for a Project Manager to join our team and support the development and administration of cooperative procurement initiatives.
NASPO, the National Association of State Procurement Officials, is a non-profit organization dedicated to providing state Chief Procurement Officers (CPOs) with the support and procurement resources they need. NASPO provides the highest standard of excellence in public cooperative purchasing by leveraging the leadership and expertise of public entities.
The Project Manager will provide leadership and management to the cooperative procurement division ensuring portfolios are competed in a timely manner, and special projects of the division are intentionally planned and implemented. The position is also responsible to consult and assist in performing the marketing, education, and outreach activities of promoting the organization.
The ideal candidate will have extensive experience in project management ensuring clear articulation of individual project scope, management responsibilities, and project any problems to be expected in completing any assigned project.
DUTIES AND RESPONSIBILITIES:
Coordinate internal resources, lead states and other stakeholders for the flawless execution of multiple projects / solicitations
Ensure that all projects / solicitations are delivered on-time, within scope and within budget
Assist in the definition of project scope, schedules and objectives, involving all relevant internal stakeholders and ensuring technical feasibility
Develop a detailed project plan to monitor and track progress for projects / solicitations
Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques
Identify and implement sound performance metrics / techniques for tracking and reporting the completion of project goals
Collaborate with cross-functional teams to identify and implement process improvements and standardization to enhance the efficiency and effectiveness of project/solicitation management.
Measure the performance of completing projects / solicitations on-time, within scope, and within budget using appropriate project management tools, metrics and techniques
Report and escalate to management as needed
Assist in managing the relationship with the internal resources, lead states and other stakeholders
Continuously assess risk on multiple projects / solicitations, and implement risk management techniques to minimize potential risks
Create and maintain comprehensive project documentation
Track project performance, specifically to analyze the successful completion of short and long-term goals
Use and continually develop leadership skills
Attend conferences and training as required
Perform other related duties as assigned
Develop spreadsheets, diagrams and process maps to document needs
Manages special projects and other duties as
Bachelor's degree in Public Policy, Public Administration, Education, Research, or related field.
3-5 years of experience in a research, writing, policy, government, or related field
2-4 years of Project Management experience; Project Management Certification preferred
Master’s or other advanced degree (preferred)
Association management work (preferred)
Government experience (preferred)
Procurement experience (preferred)
Incredibly organized and able to work effectively either independently or in a group setting.
Excellent interpersonal, public speaking, and written communications skills.
