Under supervision by the Director, the Human Resources Manager manages the design, development and administration of workplace learning and performance management process, learning and development programs and succession planning. Collaborates with Manager, Human Resources and Director, Human Resources in the administration of the HRIS System (applicant tracking, onboarding, benefits, employment and payroll records), and benefits programs for departmental coverage and project execution. Partners with the Director, Human Resources to develop, manage, and effectively execute initiatives which align with organizational goals and objectives.
Essential Functions
Performance Management
Assists Director with the goal-setting process, employee performance review cycle, incentive compensation and the maintenance and ongoing development of the online performance management system
Train new hires and new supervisors on the performance management process to include online performance system
Talent Development
Develop and lead talent development programs or initiatives, to include content supervision, logistics and communications, and post-program analysis, addressing CFP Board’s culture and core-values in a cost-effective solution in accordance with identified organizational needs
Create a strategy for talent development to engage learners through multiple mediums: on demand, live learning and blended
Structure learning plans through data gathered through the performance management process and needs identified by executive leadership to grow employee skill needs
Identify internal resources or external vendors/facilitator to develop
Assists with programs
Proactively and routinely assess training and development needs through surveys, interviews, focus groups to evaluate the success of HR programs and initiatives
Collaborate with Manager, Human Resources to create communications strategies to increase employee engagement and participation with HR programs
Partner with Manager, Human Resources to develop and plan benefits, welfare and wellness programs to include health and welfare benefits fair
Other Duties
HRIS
Delivers support to end users, resolves issues with key partners
Trains staff and new HRIS users on processes/functionality
Maintain integrity of all employee data across all HR systems
Leverages capabilities of HR system for performance management, employee development, employee record maintenance, talent acquisition, onboarding, background screening and benefits enrollment processes
Onboarding
Ability to assist and deliver new hire onboarding program, as needed
Ensures new hires receive appropriate resources, training, and engagement for assigned program areas for optimal assimilation
Periodic check ins with new hires and supervisors, as needed
Benefits
Working knowledge of benefits administration in HRIS for HR team coverage, to include: medical, dental, vision, group life, disability, retirement, paid time off, and leave of absence programs (compliant with local and state laws)
Collaborate with HR team to participate in benefit plan design and annual benefit plan renewal discussions with internal resources and external consultants and vendors
Assist with annual open enrollment and wellness initiatives, as requested
Manages relationships with vendors, benefit carriers and consultants
Maintains knowledge of current local and federal laws, and benefit plan documentation to ensure organizational compliance
Assist HR team with the exit process for terminating staff
Assists with other human resources projects, as needed
Background/Skills/Abilities Preferred
Bachelor’s degree or the equivalent combination of education, certification and experience
Human Resources professional certification required – SHRM or other accredited certification
Talent development accredited certification, a plus
A minimum of five years’ experience as a generalist or other HR roles demonstrating increasing responsibility
Experience in program management and use of program management tools?
Ability to implement talent development programs and activities?
Ability to analyze training needs to implement strategies and programs?
Outstanding interpersonal, written and verbal communication skills
Collaborative team-player able to thrive in a fast-paced, rapidly changing environment with the ability to organize multiple and varied assignments
Knowledge of local and federal employment laws
Ability to consistently demonstrate high integrity, discretion, and confidentiality
Proficiency in Microsoft Office applications and HR Systems; experience with ADP or similar HR system required
Ability to build and maintain productive working relationships with employees at all levels
